NOTICE OF FUTURE CHANGES TO THE NCEES EXAMS AND SUPPORTING MATERIALS

FE EXAMS:  Effective with the April 2010 exam Candidates for the FE exam will be required to declare their depth module when they register for the exam rather than selecting the module on the day of the exam. 

CIVIL, ELECTRICAL AND MECHANICAL PE EXAMS:  Candidates for these exams will be required to declare their depth module when they register for the exam rather than selecting the module on the day of the exam.   Effective with the October 2009 for Civil exams and for Electrical and Mechanical it will be effective in April 2010.

Effective with the October 2008 Administration, there will be changes to the NCEES exams and exam supporting materials as noted below.  CHANGES WILL NOT TAKE EFFECT UNTIL OCTOBER 2008.

MECHANICAL PE EXAM:  Effective with the October 2008 administration the PE exam in Mechanical will be under revised specifications.  In addition, the afternoon module, Mechanical – Machine Design has been renamed Mechanical - Mechanical Systems and materials.   The new exam specs will be posted at www.ncbels.org in April 2008

METALLURGICAL PE EXAM:  Effective with the October 2008 administration the PE exam in Metallurgical will be under revised specifications.  The new exam specs will be posted at www.ncbels.org in April 2008

 

 

 

SURVEYING COMITY APPLICANTS
Beginning in July, 2007 the Board began offering the state surveying exam 4 times a year to out of state comity applicants only. If you need further information please contact lsmith@ncbels.org

3D MODELING FOR GRADING AND STAKE-OUT

The Board adopted the below policy on 3d modeling.  If you have any questions please contact David Tuttle a dstuttle@ncbels.org

 

The creation and design of the controls, profiles, and cross sections for the electronic data, used in the Digital Terrain Models, for the purposes of earthwork grading and stake-out is within the definition of the practice of land surveying and engineering and shall be done under the responsible charge of a Professional Engineer or Professional Land Surveyor.

 

 

 

EXAM FEES GO UP February 3, 2008

Due to a fee increase imposed by NCEES fees for all exams have been increased by $10.  The increase is effective February 1st and is for the Fall, 2007 exam.

 

 

 

 

 

FOREIGN DEGREE EVALUATIONS AND THE WASHINGTON ACCORD

 

As of May 1st, 2006 the North Carolina Board will no longer participate in the Washington Accord.  After May 1st any applicant applying to take either the FE, FS, PE or PS exam who received a degree from a non-US based university must have a foreign degree evaluation performed by either AACRAO or ECEI. 

 

OBLIQUE AERIAL IMAGING

 

At the Board’s October 13, 2005 Board meeting the below policy on Oblique Aerial Imaging was adopted.  Please call the Board office if you have any questions:

 

“The service of oblique aerial imaging falls within the definition of the practice of land surveying in G.S. 89C – 3(7) based on the information reviewed by the Board on October 12, 2005.  The making of the oblique image product where it involves geodesy (including the use of GPS and geodetic reference datums), photogrammetry, or geo-referenced to existing orthos, requires the education, training and experience of a licensed professional land surveyor under G.S. 89C.  Further, the production of orthos is within the practice of land surveying.

 

Such services require that the individuals in responsible charge of the work and the company be licensed with the Board and comply with the Standards of Practice for Land Surveying in North Carolina (21 NCAC 56.1600).”

 

 

SURVEYING EDUCATION BILL NOW LAW

The surveying education bill sponsored by the North Carolina Surveying Society was signed on August 22nd by the Governor and is now law.

The law dramatically changes the minimum education requirements to become a surveyor in North Carolina .  In the short term the most important part of this new law is that it goes into effect in the year 2013.  Current applicants have until 2013 to pass the FLS under the current law.  After 2013 the new law will be in effect.  The summary of the old and new requirements are as follows:

PHARMACEUTICAL ENGINEERING SERVICES FOR VALIDATION AND COMMISSIONING

Joint Use of Seal Brochure

The NC Board of Examiners and The NC Board of Architecture have developed a joint use of seal brochure that discusses the use of the engineers and architects seal on construction documents submitted to building inspection officials in North Carolina . The brochure covers the state laws for engineers and architects, building code requirements and use of seal regulations. The brochure has been sent to all building code officials in North Carolina to be used as a guide. October EXAM RESULTS RECEIVED

The results from the Fall 2007 exam have been received and processed by the Board.  The results for the examinations are as follows:

Fundamentals of Engineering

65% pass rate

Principles & Practice of Engineering

57% pass rate

Fundamentals of Land Surveying

39% pass rate

Principles & Practice of Land Surveying

Part A:  53% pass rate

Part B:  80 % pass rate

Part C:  77 % pass rate 

BOARD MEETINGS for 2008

The N. C. Board of Examiners has established the following meeting schedule for 2008:

December 11 & 12

 

All meetings of the Board are open to the general public. The Board meetings are conducted at the Board office located at 4601 Six Forks Rd., Suite 301 Raleigh , North Carolina (unless otherwise noted). Persons wishing to be placed on the Board agenda should submit a written request to the Board address at least two weeks in advance of the next regularly scheduled Board meeting. These requests should be sent to the Executive Director and should contain information concerning the nature of the business that you would like to discuss with the Board.

EXAMINATION DATES

National examinations will be conducted on the following dates:

April 11 & 12, 2008

October 24 & 25, 2008

The deadline for submitting completed applications is January 2nd for the spring examination and August 1st for the fall examination. The Board administers national registration examinations as offered by the National Council of Examiners for Engineers and Surveyors (NCEES). For additional information about the exams or application process, please contact the Board office.

 

SPEAKERS

Both Board members and members of the staff are available to speak at meetings of professional and technical societies as well as community-based organizations. Requests for speakers should be made as far in advance as possible and should be made in writing to the Executive Director at 4601 Six Forks Rd. Suite 310 , Raleigh , NC 27609 .
