Statement of Organization The North Carolina Board of Examiners for Engineers and Land Surveyors is established under the provisions of Chapter 89C of the North Carolina General Statutes. The Board is composed of nine members, appointed by the Governor for a five-year term. There are four (4) Professional Engineer members, three (3) Professional Land Surveyor members, and two (2) public members. The Board is responsible for the administration and regulation of the professions of engineering and land surveying in North Carolina. The Board reviews applications, administers examinations, licenses qualified applicants, and regulates the Professional practice of the licensees throughout the State. Complaints are investigated, and those requiring further action are scheduled for a hearing before the Board. Board meetings are held at the Board's offices in Raleigh and are open to the public. Persons wishing to bring matters for the Board's consideration should submit written notification or request to be placed on the agenda at least 20 days prior to the scheduled regular meeting. All licenses for Professional Engineers and Professional Land Surveyors expire on December 31st of each year. Licensees must pay the statutory fee to renew by mail or online. Licensees who renew after January 31st must pay a $100.00 reinstatement fee, in addition to the statutory renewal fee. You may renew your license online by clicking the “Licensees Only” button on the left and logging in to the secure area of the web site using your license number and the PIN issued to you by the Board. Licensees whose renewals have not been received by February 1st of each year may miss the deadline for publication in the Yearbook. The North Carolina Board utilizes the examination services provided by the National Council of Examiners for Engineering and Surveying (NCEES), and the exact dates are therefore dependent on dates established by NCEES. These same examinations are held in other states on the same dates. Scoring of the examinations is performed by NCEES. Both Exam I and Exam II are eight (8) hours in length. The Land Surveying Fundamentals Examination (Exam I) and the Land Surveying Principles and Practice Examination (Exam II) are administered twice each year. Exam II is an eight (8) hour open examination. The first portion of Exam II is six (6) hours in length. The second portion consists of a two (2) hour examination prepared and graded by the North Carolina Board. The exact date and place of each examination will be announced on the Seating Notice furnished to each examinee prior to the examination. During the open book examinations, any bound reference material and any silent, battery operated, non-printing calculator may be used by the examinee. Completed applications for licensure as a Professional Engineer or Professional Land Surveyor must be received by the established deadline and reviewed by the Board of Examiners prior to seating for any examination. A completed application consists of the application form submitted by the applicant, school transcripts, letters of recommendation, completed examination answer sheet and any written examination verification which must be obtained by the North Carolina Board from another State Board of Examiners. Applicants who have a cumulative total of three failures or unexcused absences for any examination must submit a new application with appropriate application fee and can be reconsidered by the Board for reexamination at the end of twelve (12) months. After the end of the twelve (12) month period and if re-qualified by the Board, the applicant may take the examination no more than once every calendar year. National Council Of Examiners The North Carolina Board is a member of the NCEES. NCEES is a confederation of engineering and land surveying licensure boards, whose purpose is to assist in maintaining nationally, recognized qualifications for professional licensure. Renewal Notices are mailed to each licensee at the listed address in November of each year. If the Renewal Notice is not received by December 1st, the renewal fee of $50.00 should be sent to the Board along with required information on continuing professional competency for that renewal period. |
