the practice of engineering and the practice of land surveying in North Carolina are
subject to regulation. The North Carolina Board of Examiners for Engineers and Surveyors
is responsible for implementation of the North Carolina General Statutes and for making
and enforcing rules as they pertain to the practice of engineering and land surveying in
